Beta Glucan, Lipidure and Hyaluronic Acid prep and deliver deep moisturization to the inner layers of the skin. The toner is great on sensitive skin as the elastic formula quickly absorbs to ensure easy layering and pH balance.
I use this "toner" for days I want simple hydration. I use Too Cool For School Eggssential Fluid when I need a major hydration boost. Whichever one I use, I also follow up with a couple layers of Hada Labo Premium "toner"- for additional hyaluronic acid. Then follow with an active serum (vit C or The Ordinary Buffet with Copper). Then top it off with a simple moisturizer to hold in all that humectant greatness. Let it set. Maybe top off with a couple drops of a nourishing oil (rosehip or carrot seed, usually). Definitely follow up with a sunscreen. I used to focus on moisturizers, but I have found the inclusion of hydrating toners (especially when applied in layers) has done the greatest job in terms of skin hydration and feeling and looking soft, supple and healthy.
